Key projects to improve Bellarine services

A wide range of upgrade projects are underway on the Bellarine, to improve services and future-proof the area’s water network.

The full works package has a combined budget around $50 million, improving infrastructure from Clifton Springs, St Leonards and Portarlington in the north to Queenscliff in the south.

Barwon Water General Manager Planning, Delivery and Environment Seamus Butcher said there were numerous projects on the Bellarine in varying stages of planning and delivery.

“We have a range of upgrades on the way to water supply and water storage assets, including key feeder and transfer mains, water tanks and pump stations.

“These are aimed at increasing the Bellarine’s water security, catering to increased demand during peak periods, and maintaining a quality service to the local communities.”

Four of the projects are included in the top 10 projects in Barwon Water’s 2023 – 2028 Price Submission, reflecting their strategic importance to maintaining quality services.

Current works include:

Portarlington tank upgrade – construction to end July 2026 

The 6ML tank located on Tower Road, Portarlington, is being renewed, to increase the available water supply which serves Portarlington, St Leonards and Indented Head.

The works involve the construction of a new disinfection building and new pump station.

Clifton Springs tank upgrade – construction to start May / June 2026

The 32ML tank on McKiernan St, Drysdale – the largest in Barwon Water’s network – is being upgraded. Works include a new roof, replacing the existing roof.

The tank directly supplies about 11,900 customers in Drysdale, Clifton Springs, Portarlington, Indented Head, and St Leonards.

Queenscliff feeder main 

Some sections of the feeder main that supplies Queenscliff will be replaced in stages over about 18 months. There are also other proposed sections scheduled in 2028/29.

With more than a third of the main comprised of 65-year-old sections, the new pipe will improve service to the community.

All work will be carried out within the road reserve, and no access to private property is required by the crews.

Queenscliff transfer main

A 6km section of ageing and narrow water pipeline, which supplies Queenscliff and Point Lonsdale, will be replaced though private properties, increasing capacity, water security and climate resilience.

Indented Head / St Leonards feeder main

Additional supply capacity will be created through a feeder main between the two coastal towns, in the third stage of a long-term project.
