Armstrong Creek

More than 22,000 new residential lots will be developed following Victorian Government approval of the 'Greater Geelong Planning Scheme Amendment C138 - Armstrong Creek Urban Growth Plan Framework’.

Barwon Water will invest about $82 million in the development over the next 10 years and has been working with the City of Greater Geelong and developers to ensure water and sewerage services are available when required. 

Barwon Water is progressing with its design program in line with the City of Greater Geelong’s Development Staging Plan and is investigating temporary servicing strategies for out-of-sequence developments. 

Detailed design required for the first two precincts began in October, 2008, and are scheduled for completion by September, 2009.

Final design and construction is dependent on approval of precinct plans by the council and subdivision plans by developers. Stage 1 works are scheduled for construction between 2010 and 2012 under Barwon Water’s Capital Works Investment Plan.

Water conservation and recycling

Barwon Water is committed to recycling and conservation measures that will deliver benefits across the regional community. This is in line with customer expectations and consistent with Board policy.

The Board strongly supports the concept of water sensitive urban design, including that proposed at Armstrong Creek.

Conservation and recycling initiatives will be considered, not in isolation, but in the broader community context as Barwon Water continues to work with the City of Greater Geelong and other stakeholders on a range of options.

A business case for the Armstrong Creek development has been submitted to the State Government. It relates to basic water and sewerage infrastructure and does not preclude sustainable water measures, including recycling, being implemented.

Conservation initiatives, including water sensitive urban design, will form the basis of a separate business case to be considered by Barwon Water’s Board.

Investigations into a new recycling plant in the Black Rock area are part of a wider review into sustainable water initiatives. The Federal Government has committed $10 million to this project.

Barwon Water will develop alternative water sources and strongly promote conservation as part of ensuring secure water supplies in the future.

Water solutions for the greater Geelong region

Barwon Water is continuing work on securing the region’s water future, with several new water sources set to come online over the next few years.

Several actions detailed in the Victorian Government’s Central Region Sustainable Water Strategy have been started, including the Anglesea borefield, Northern Water Plant and Melbourne-Geelong interconnection.

These projects are pivotal to meeting the community’s needs over the next 50 years.

Despite the booming population, the region’s water usage has remained below the high set in the early 1980s.

Water use peaked in 1981/82 when Barwon Water supplied 40,000 million litres of water to a population of just over 142,000.

Today, with a population of 270,000, consumption is just over 27,000 million litres a year.
